Iraq Finance Ministry Endorses Draft National Guide for Program Budgeting

The Ministry of Finance announced the approval of the draft national guide for program and performance budgeting. A statement from the Ministry reported that Finance Minister Faleh Sari chaired the third meeting of the committee tasked with preparing the program and performance budget document. Undersecretary Ali Karim, committee members, and specialized sub-committees attended the session. The meeting aimed to finalize executive requirements for a gradual transition to a budget linking resource allocation with desired objectives and outcomes. Participants discussed sub-committee outputs and challenges related to the accounts guide and implementation mechanisms. The meeting concluded with several key resolutions, notably the approval of the draft national guide for program and performance budgeting. This draft will undergo final review involving local and international partners, including the World Bank. Additionally, the government program, as approved by the Council of Ministers, was adopted as the fundamental basis for preparing and implementing the program and performance budget, ensuring resource allocation aligns with declared government priorities and goals. The Minister affirmed that efforts are focused on developing a budget with greater clarity in priority setting and enhanced accuracy in monitoring program and project achievements.
