Al-Qabbanji Reveals Understanding Document Between Framework and Factions on Weapons Control

Sadr al-Din al-Qabbanji, the Friday prayer leader in Najaf, announced the Coordination Framework and various factions have reached a "document of understanding" regarding weapons control. He stressed this step marks progress in addressing a pivotal security issue in the country. Al-Qabbanji explained during his sermon that the document rests on four essential pillars crucial for the success of weapons control. First, he underscored the necessity of Iraq's full sovereignty, land and air, stating that its absence prevents effective weapons control. Second, he highlighted the imperative of eliminating internal and external security threats, deeming this a prerequisite for advancing the matter. He added that the third pillar mandates comprehensive weapons control for all non-governmental entities on Iraqi territory, citing the Turkish presence in northern Iraq and Peshmerga forces. He called for generalizing this law to ensure project success, affirming exemptions would hinder implementation. The fourth pillar, Al-Qabbanji clarified, emphasizes the need for time, as the project requires years to secure air sovereignty, neutralize threats, and dismantle foreign and illegal presences in Iraq. Finally, Al-Qabbanji confirmed this document of understanding is currently under study and amendment. He reiterated his support for its pillars, viewing it as the best approach to resolving the sensitive weapons control file.
