Cabinet approves extending Iraqi Turkish line contract reducing generators fuel prices


The Cabinet approved, on Tuesday, several decisions and laws, including those related to education, electricity, and aviation.


The media office of the Prime Minister stated in a statement that "Prime Minister Ali Faleh Al-Zaidi chaired, today, Monday, the third regular session of the Cabinet, during which the general conditions in the country were discussed, and the topics listed on the agenda were considered, and the necessary decisions were taken regarding them."


It added, "At the beginning of the session, the Prime Minister and members of the council read Surah Al-Fatiha in mercy for the souls of the martyrs of our security forces who passed away in an explosion of remnants of ISIS terrorist gangs."


Al-Zaidi spoke about "the importance of the work of the Federal Board of Supreme Audit, and its overall performance in the field of protecting public funds and financial auditing of expenditures on projects, as the council hosted the President of the Federal Board of Supreme Audit to review the work of the Board."


He emphasized "the tasks assigned to the Board within the framework of audit and prevention, and in the tracks of combating corruption, controlling financial spending, and diagnosing the required treatments in dealing with government spending," directing to "adopt a mechanism to set a maximum ceiling for contracts, and what exceeds the specified ceiling is transferred to a specialized central committee that is responsible for approving it."


Al-Zaidi directed to "adopt pre- and post-audit processes for implementing projects and aspects of spending and expending public funds," stressing "the importance of not delaying the financial auditing of public companies every year and that it should not exceed the fiscal year to address the notes, and refer the necessary ones to the judiciary."


He also stressed "the importance of seeking the assistance of international auditing companies, developing the follow-up auditing mechanism of the Board, and monitoring funds until the end of their utilization in projects."


The Prime Minister directed to "grant the President of the Board of Supreme Audit the authority to rotate director generals in their duties, and support the work of the Board with all functional staff and human resources required to accomplish its tasks."


The statement indicated that "the council discussed a number of topics and resolutions and took the following decisions regarding them:


As support from the government to the owners of private generators and to ensure supplying citizens with power, the Cabinet approved supplying private generator owners with gas oil product at a rate of (40) liters per month for each (1 KVA) of production, for the next three months, and at a price of (200) dinars per liter instead of (400) dinars. And preparing an expected quantity for supply amounting to (1.357) billion liters, and forming joint committees with provincial councils, the National Security Service, and the Ministry of Electricity to follow up on the implementation of the decision.


In the same context, it was approved that the Ministry of Electricity extends the contract for the Iraqi-Turkish line for a period of four months, and the council amended its decision (No. 254 of 2026), to include approval of what came in the letter of the Ministry of Oil regarding the Iraqi-Turkish line, and authorizing the ministry the power to negotiate with the Turkish side to reach a long-term agreement, and determining the tariff, delivery quantities, and commercial and technical requirements.


Within the framework of the government's work to combat corruption, the council approved adopting the Federation of Chambers of Commerce as a regulatory body over the activities of the real estate brokerage profession for regulation purposes, based on the provisions of the Anti-Money Laundering and Terrorism Financing Law (No. 39 of 2015).


The council approved the contracting of the North Oil Company with the logistic support companies mentioned by the Ministry of Oil, to lease the required areas within the security fence for the purpose of establishing headquarters and work sites for it to provide services, based on the Law of Sale and Lease of State Funds (No. 21 of 2013 as amended).


Out of the government's keenness to provide a suitable environment for school students, and to prepare the requirements for schools and examination centers, the council agreed to fund the Ministry of Finance the account of the headquarters of the Ministry of Education and the General Directorates of Education in Baghdad and the provinces, with the difference in the amount required to provide water, stationery, and fuel.


The council amended its decision No. (169 of 2023), to include covering sports activities and supporting clubs, and authorizing governors the power of spending, within the direction of spending the allocations for social benefits.


The Cabinet voted to approve a draft law ratifying the agreement for the avoidance of double taxation and the prevention of tax evasion between Iraq and the Sultanate of Oman.


In the field of air transport, the council approved authorizing the President of the Civil Aviation Authority the power to negotiate and sign draft air transport agreements between Iraq and each of; Sultanate of Oman, France, Cyprus, and Rwanda, and the Ministry of Foreign Affairs to prepare the necessary special authorization documents in the name of the Government of the Republic of Iraq.


The council also approved the regulations organizing the work of the mission of the International Committee of the Red Cross in Iraq, and emphasizing to the Parliament to approve the draft law ratifying the headquarters agreement concluded between Iraq and the Red Cross.


Likewise, approval was granted to a draft law for the accession of Iraq to the convention establishing the International Organization for Marine Aids to Navigation, and referring it to the Parliament."
