In a related context, the authority explained via an official statement that the property or site in question is entirely subject to the leasehold system, which is exclusively managed and implemented by the Nasiriyah Municipality Directorate, based on applicable laws and administrative procedures. It emphasized a fundamental legal distinction between major investment projects regulated by investment law provisions and authorized bodies, and the leasehold system, which has a completely different legal basis and supervisory authority. Official bodies pointed out that they had previously initiated, with the aim of supporting the completion of the Nasiriyah Corniche project and preserving its aesthetic and developmental objectives, the withdrawal of all investment permits previously granted in that location, in line with the general vision to develop the city's waterfront to serve the public interest. The authority concluded by affirming that the circulating image does not reflect any investment project under its supervision, disclaiming full responsibility for any procedures concerning the site, and stressing that responsibility rests solely with the municipal authorities. It called on all media platforms and users to exercise accuracy and objectivity before publishing or circulating information, and to carefully distinguish between investment projects covered by the law and those subject to the leasehold system, to avoid any unjustified confusion.
