Iraq has outlined the mechanism for spending its 500 billion dinar emergency reserve under the federal budget law.
The fund is designated to cover unexpected and urgent expenses not included in the original budget.
Spending requires joint approval from the Prime Minister and the Minister of Finance.
Up to 3 billion dinars can be allocated per emergency without cabinet approval.
Any amount exceeding this limit requires approval from the Council of Ministers.
The process is monitored by the Federal Board of Supreme Audit through periodic reports.
