The Baghdad Provincial Council faces a significant challenge in obliging private electricity generators to adhere to the specified ampere pricing. This is primarily due to approximately 2,500 to 3,000 unregistered generators with the Ministry of Oil for monthly fuel quotas, as revealed by Ali Talib Al-Zarkani, Head of the Energy Committee. Al-Zarkani clarified, in a statement to an official newspaper, that owners of unregistered generators are forced to purchase diesel fuel from the black market, which substantially escalates their operating costs. He further noted that the allocated diesel quotas from the Ministry of Oil cover only small-capacity generators, barely sufficing for two weeks of operation. Consequently, contractors must bear the costs of securing remaining fuel quantities at commercial prices. Al-Zarkani also highlighted the difficulty of imposing retroactive taxes on these unregulated generator owners, with outstanding amounts potentially exceeding 75 million Iraqi Dinars.
